Welt Beater

hand tool for flattening welt against bottom by hammering, in the form of curved bar of metal curved one end used as a small anvil

The shoe is placed upside down on the tool with the top face of the welt resting on the curved end of the beater. The bottom is then hammered against the beater.

Shoe repairers often use the edge of a cobbler anvil in a similar way.
