Makers and manufacturers sometimes describe constructions in terms of notional “quarters” covered by one of the methods used. When a method is named for less than all four quarters, that implies some other method is used for the rest.
For example, many traditional cowboy boots are described as having “three-quarter welts”, meaning the welts run from just behind the inside ball around the toes to just behind the outside ball. The waists around the shank are typically pegged, and the heels pegged or nailed.
