Dividing pleats works to:

reduce the size of pleats around sharp curves of the featherline, especially when toe lasting and heel lasting

flatten material on the bottom of the last near the featherline
When dividing pleats, previous driven tacks may either be left in place or removed, relying on new tacks through finer pleats to continue to hold the material under tension.
Makers frequently bend tacks while splitting pleats.
